Deering Conservation Commission
June 3 , 2002 Meeting

Call to order: The meeting was called to order at 7:40 PM by Chm. Ed Cobbett
Attendance: Present : Chm. Ed Cobbett, Gary Bono, Lee Jenkins, Michelle Johnson, Keith Johnson, Bev Yeaple, Clerk and Alt.

Approve minutes of May 6 , 2002 :
The minutes of the May 6, 2002 meeting were approved unanimously . EC/BY
Treasurer's report: None. The monthly Budget/Expense report from the Town Treasurer was reviewed.
LeeSteefy Jenkins has volunteered to be Treasurer of the DCC replacing Shane Beard . Commission members readily accepted her offer to take on the duties of DCC - Treasurer .
Communications:
1. Received from Larry Sunderland - ³ Cross -References in Deering Zoning Ordinance to Outside Documents ³. Dated 5/06/02 . The list will be reviewed by the Chm. The chart refers to new #¹s and to different references . ie RSA¹s numbers remain the same but the reference #'s to the Rules ( interpretations of ) will/can be different.  Additional Town documents with references to RSA¹s should also be checked - ie, The PRLAC , The CRLAC , -( Protected rivers - documents) The Master plan etc.
2. Correspondence relative to the Junkyard of Carroll Greene off of the 2nd NH Turnpike was reviewed. ie - (a) copy of the letter addressed to B.Kelly, Chm. Bd. of Selectmen, Deering NH from - the law form of Bossie Kelly Hoes Buckley and Wilson , Prof. Assoc.
-(b) Copy of letter sent to Carroll Greene by NHDES , dated May 9, 2002 - regarding Mr. Greene¹s Salvage Yard, 2nd NH Tpke citing the Deering Aquifer Study dated March 19, 2002 , by the Deering Conservation Commission. Case # ( DES # 200205011-ETHER-WLP 1 )
-(c) Copy of letter sent to Carroll Greene dated 5/30/02 from the NHDES regarding a report from R. Pendleton, Environmental consultant employed by C.Greene . Items covered :
Mr. Pendleton discovered an AST (Above Ground Storage Tank) Not registered with the state, that was not sitting upright, the tank was leaking and the tank had not been secured properly. (2) The DES listed three tasks for Mr. Greene , ie i. Register the AST with DES, and 2 -Remove the gasoline from the tank and then remove the tank from the facility, and (3) submit a waiver request for late AST reg. to the oil Disbursement fund . ( see letter - file Copy ). AST¹s are prohibited in the Aquifer Protection area where the junkyard is located.
Chm. Cobbett has met with Ms S.Kern from the NHDES who is responsible for the site investigation at the McAllister farm .
Also relative to the junkyard - > Mr . Greene called Peter Beard, Road Agent and told him that he had a 55 gallon drum of soil contaminated by a gasoline spill on the road by his house and asked Mr.Beard to pick up the drum of soil and take it to the State . Chm. Cobbett was contacted and told Mr. Beard it was the responsibile person¹s responsibility to clean up the contaminated material . The State picked up the material.
The Deering board of Selectmen have sent Mr. Greene a letter requiring that monitoring wells be installed by June 30 and that a plan be submitted to the Town for fencing of the junkyard in conformity with state law.

4. Copy of letter from NHDES to James T. Rymes . Re: Site Specific Permit Application ( # 020116-01 .. 15 )
T-Hanger Airport Expansion. Mr . Rymes has submitted a variety of applications . The last application refers to an agricultural use. -RSA 485-17 refers only to seasonal tillage and therefore his application has no merit .He must make a different application. Chm. Cobbett has been in contact with A.O¹ Sullivan of the State concerning the use of the property.

5. NHDES - ³ Household Hazardous Waste² . Grants available for Fall 2002- Household Hazardous Waste Grant Program. The Hillsboro
Facility is again selling compost barrels .

6. Reviewed the minutes of the May 14th meeting of the ZBA .

7. Reviewed a request from The Deering Planning Board for the Conservation Commission members to meet with the Planning Bd. on June 12th at 7:30 PM regarding the Town Master Plan . For review, copies of two community surveys were sent. ie The Town of Loudon, NH and the Town of Boscawen, NH .
Old Business:
1. Conservation easements -progress report on -
a.The Fish and Game Club conservation easement is completed. b.The McAlister Farm documents are WIP & will be formalized in September.
c.The Wasserman Easement to be held by the PWA is still under consideration. Specific issue - the type of access into the property.
d. DRA Papers -The Inventory of Property Transfer was received for the Chamberlain conservation easement on E.Deering Road. The SPNHF holds the donated conservation easement for this property. Paper to be filed with CE notebook (Chamberlain easement. )
2. Ground Water Monitoring - discussion . How to educate all Town boards and committee members and the Building inspector of the necessity of checking all factors relating to ground water contamination when reviewing plats and building plans -especially those dealing with Hazardous waste. Consensus - eventually the Town needs a Code Enforcement Officer and Standard Operating procedures. The Code Officer could be employed by several towns so as to share the cost and to have someone always available for reviewing plans and structures .
4. Report on Clean Up Day - see minutes of the May meeting.
5. Deering Lake Recreation Area. The Boat Monitoring Program -started Memorial Day weekend . A printout describing the program is available as a handout to boat owners . Point of interest would be to ask if boaters are fishing or just recreational . Grant money is still WIP.
6. 4H Campers - to the Conservation Camp in Berlin NH are ;
James Knight , Daniel HALE, Nathan Winkler
7. It was determined that the Conservation Commission and The Deering Association should share a public meeting on the last Saturday in July (the 27th) for a forum on Conservation Easements. A letter announcing the forum and its purpose will be sent to all landowners owning more than 10 Acres , prior to the Forum. A map of the Town and the conservation easements in place -will be included in the mailing. Bev will obtain printed labels from the Office of the Selectmen. Notice should be sent to all local papers of the forum and discussion.
8. Tax Map - Cartographics is close to finishing all the field work.
The Tax Map overlay will be 1:1000 . Commission members are asked to list what tools we will need for the work of the commission from the Tax map data.
9. Keith reports that the Town web site is nearly completed . Minutes of the previous years of the Conservation Commission will also be made available.
New Business: none
There being no further business to discuss the meeting was adjourned at 9:45 PM .
