Deering Conservation Commission
July 1 , 2002 Meeting

Call to order: The meeting was called to order at 7:38 PM by Chm. Ed Cobbett

Attendance: Present : Chm. Ed Cobbett, Gary Bono, Lee Jenkins, Michelle Johnson, Keith Johnson, Bev Yeaple, Clerk and Alt.
Also in attendance : Larry Sunderland, Kym Hall & Steve Ainsworth

Approve minutes of June 3 , 2002 :
The minutes of the June 3, 2002 meeting were approved unanimously . EC/BY

Treasurer's report: None.

Communications:
1. Newsletters received were acknowledged.
2. Chm. Cobbett received further information on a review of material submitted to the NHDES relative to the Greene junkyard on the 2nd NH Turnpike. The information indicated that a 275 gallon gas tank - Above Ground Storage Tank (AST ) was leaking.
The tank was not registered with the State. Mr. Greene will have to remove the gas tank and submit a waiver for a late registration . Then he may get a license for that tank. The Town of Deering has required that monitoring wells be installed by 6/30/02. Mr. Greene has asked for an extension to September for the installation which coincides with the NHDES deadline for submission of a Phase I site investigation report.
Further discussion of this issue led to a decision to direct a letter to the Bd. of Selectmen with our concerns about the junkyard and further action ie -

what standards are non conforming
what about grand fathered license
what is a car sales business
discussion re conformity issues

It was determined to write to the ZBA Board asking for an advisory report from them as to what is non-conforming in this instance - junkyard and auto garage. Motion passed unanimously .

It was determined that the Health Officer should be notified that the Cons. Commission¹s is concerned about the the health issues involved . Motion passed unanimously . GB/ KJ

It was also determined that the Conservation Commission would compose a letter to the Board of Selectmen asking for a Public Hearing on the matter as the abutters to the junkyard are very concerned about contamination of their wells and the immediate environment .

3. Rymes - Airport . A letter will be drafted informing the Board of Selectmen as to the illegal activities that have occured on this property and what the current status is .

Old Business:
1. Lake Monitoring. Larry reported on the setup and cost so far of the monitoring and Education Milfoil project at the lake recreation area.
Larry advised the commission members to join the NH Lake Association . Cost $ 100.00 . Motion to join the Assoc. passed unanimously . EC/BY . By joining, it gives the Commission the chance to receive a grant for further funding for the milfoil project ( $ 3000.00)

The Town voted $1500.00 for the project at Town Meeting.
Three monitors have been hired for the weekends and special days such as the 4th of July. Volunteers are also helping. The monitors have been supplied with special T shirts and caps . Reaction to the monitoring has been received well by the public . Chm. Cobbett will write a thank you letter to those organizations who have previouslyagreed to be financial supporters . - Deering Fish and Game, Deering Assoc., and the Deering Lake Improvement Society.
It would appear that the Town funding and grant monies will take care of this years monitoring program . However , we will likely need their support in the future.
Better signs are needed at the Dam recreation area.

A report will be written at the end of the year's activity for the Town report and could be used as a info handout as well.

Another useful report would be to have a comprehensive study of Lake activity - . Useful material for the Master Plan.

2. Fish and Game Club easement.
Baseline documentation of the easement will be completed by Kym Hall. Pictures are taken of corners and will be documented .

3. McAlister Farm - survey will be done in August by R.Todd.

4. Tom Rush property - P@S completed . Approx 300 acres of the property will be in a Conservation easement .

5. PWA - Bev to call the Exec. Director for a copy of the easement of the Wasserman property on Rt 149..

6. Received from the Chm. - copy of letter sent by the Chm. to the owner of the Langlois Conservation Easement expressing concern about the tall growth in the field area of the conservation easement . The easement document requires that the view from the property be an open view, for - all times.

7. An Open Forum on Conservation Easements will be held on Saturday , July 27 @ 10AM at the Town Hall . The Forum is
sponsored by the DCC and the D.Assoc.
Labels will be printed by the town Admin. Asst. of all owners of 10 acres or more. Material from the previous mailings will be updated by Ed and printed by Premier Printing. Bev will obtain envelopes and and use the Pitney Bowes stamp at the Town Hall. Assembly of material for mailout will be done on July 15th at the Town Hall @ 7:30 PM . Present count of owners of property of over 10 Acres =s approx. = 270. ( BJY )

There being no further discussion the meeting was adjourned at 10pm.
