Deering Conservation Commission
August 5, 2002 Meeting at the Deering Town Hall
Call to order: The meeting was called to order at 7:35 PM by Chm. Ed Cobbett
Attendance: Present: Chm. Ed Cobbett, Michelle Johnson, Keith Johnson, Kym Hall , Steve Ainsworth , Bev Yeaple, Clerk and Alt. Absent: Gary Bono, Lee Jenkins, Treas.
Approve minutes of July 1, 2002:
The minutes of the July 1, 2002 were not reviewed and will be reviewed at the September meeting of the Conservation Comm.
Treasurer's report: None. (Shane Beard, has turned over the books to Lee Jenkins ). Lee has submitted all invoices received for payment to the town Treasurer
Communications:
1. Received - from NHDES - (2 ) Laboratory reports received on Lake water samples taken for testing for Phosphorous. Reports were reviewed and placed on file - . Chm. Cobbett will contact B. Compton for the year end report.
2. Received from the NHDES copy of letter sent to James T.Rymes, RE: .Alteration of Terrain File # 020116-01 .Notice of Past Violation,. WD WQE 02-01 dated July 31, 2002.. Letter reviewed and noted. Copies of the letter will be sent to the Deering Planning Board and the Zoning Board of Adjustment. A copy of the letter to Mr. Rymes was also sent to the Board of Selectmen by NHDES.
3. Received for file- Copy of letter written by Chm. Cobbett to John Lassey, Chm. Deering Zoning Board of Adjustment re ; Non-Conforming use of Greene Junkyard and Garage-The Conservation Commission is requesting the view of the ZBA board "on the narrow issue of whether the junkyard and garage are being operated in accordance with, or in violation of, the Deering Zoning Ordinance. "Background correspondence relating to the issue was included in the letter of Chm . Cobbett to Mr. Lassey
Old Business:
1. Conservation Easements: - review of meeting of July 17, 2002 held with the Deering Association . About fifteen people attended the presentation and stayed to ask questions and to talk with the speakers and members of the Commission and the Association. Follow up with more material - was sent to those requesting additional examples of easements.
a. The Tom Rush conservation easement with the SPNHF has been completed. This property will protect 300 +/- acres in the center of town , off of : Gould Hill,
b. A date for walking the Town easements will be determined at the September Meeting of the Commission.
c. The McAlister easement is near completion.
2. THE TAX MAP - we are informed that the Tax Maps will be completed in August.
New Business:
1. Gary Bono has constructed a new Bulletin Board for the Recreation Area at the Deering Reservoir.. More Deering residents are utilizing the recreation area. The milfoil project will continue thru August.
2. The Conservation Commission will apply for a Dredge and Fill permit so that the Town can repair the sand beach area at the reservoir -in the Fall . The Dam area is owned by the State of NH.
