Deering Conservation Commission
October 7, 2002 Meeting at the Deering Town Hall

Call to order: Chm. Ed Cobbett called the meeting to order at 7:35 pm.

Attendance:
Present: Chm Ed Cobbett, Michelle Johnson, Keith Johnson, Gary Bono, Leesteffy Jenkins, Steve Ainsworth. Absent: Bev Yeaple Also present: Larry Sunderland

Approval of minutes of September 2002 meeting:
The minutes were accepted without amendment. Motion GB/MJ

Treasurer’s Report:
The computer disc has been retrieved from Shane Beard and a report will be prepared for next month.

Old Business:
1. MacAllister Farm. Robert Todd, the surveyor has asked for an additional $3,400 to complete the survey. Todd had signed a contract with a low and high end price to be determined upon completion. The increased costs are 30% more than the maximum contract price. It was unanimously agreed that Leesteffy Jenkins should send Mr. Todd a letter on her legal letterhead addressing the CC’s concerns.

2. Wasserman Easement. Survey in process. Easement has been signed and CC’s $2,000 contribution has been sent.

3. Ingram property. A letter was drafted by Ed Cobbett and unanimously approved notifying Ingrams of funding for a conservation easement, with such funds being available for only a limited period of time.

4. Rymes Wetland Permit. Jenkins to determine whether approval was appropriate and/or appeal is appropriate.

5. Milfoil Monitoring. Larry Sunderland gave a report on the milfoil project. (See Attached.) The town paid $1100 for salary, $100 for NHLA fee and $102 in supplies. Grant from NHLA was $2580. Estimated labor costs for 2003 is $4,000.
The state will have $300,000 dedicated to milfoil prevention for 2003. Thus, Deering may be able to request funds again next year.
There was a discussion of whether to include the $4K costs in the CC annual budget. After much discussion, it was unanimously decided that the CC should ask the Budget Committee to earmark the milfoil monitoring amounts directly in the Town Budget. If the BC says no, Larry Sunderland has agreed to prepare a warrant article for next year.
It was also noted that the CC will be sending letters to two fishing clubs regarding dirty boats.

New Business:
1. Zoning. Gary Bono made a motion that the CC send a letter to the Planning Board requesting the amendment of Section 5.5 of the Deering Zoning Ordinance to reflect the removal of the 20,000 foot exemption for lot creation and density calculation. The motion was seconded by Jenkins and unanimously approved. Gary Bono then made a second motion that the letter also include a request to further amend this section to read “certified wetlands scientist” and thereby remove, “professional soil scientist and/or botantist or biologist.” The motion was seconded by Jenkins and unanimously approved.

2. Easement Monitoring. Annual monitoring of easements was completed with exception of Roy. (Copies of reports available upon request.) No violations of any town easements were noted.

3. Easement Marking. Easement marking of Fish and Game easement has been completed.

There being no further discussion, the meeting was adjourned at 9:45.
