Deering Conservation Commission Deering , NH Meeting
April 5, 2004

The meeting was called to order at 7:30 PM by Chm. Ed Cobbett

Attendance: Present: Chm. Ed Cobbett, Keith Johnson, Bob Garland,
Michelle Johnson, LeeSteffy Jenkins, Gary Bono, Bev Yeaple .
Absent: Steve Ainsworth
Approval of the minutes of the March 3,2004 meeting: The minutes were approved by unanimous vote . GB/MJ

Treasurers report:
1. No report .
The Chairman reported that bills for $ 105.00 should be sent to the
Deering Lake Improvement Society and to the Deering Association
for their portion of last years lake monitoring program.
2. Report of additional $ to the Conservation Fund - year 2004 . The Treasurer to obtain this information from the Selectmen office.

Communications:
1. Bev will attend the Spring Conference of the NH Preservation Alliance
and will obtain any new information on Assistance or grant programs
relative to saving barn structures. Conference to be held @ Concord HS
on April 30th - ³Saving Community Landmarks & Landscapes

3. ZBA- Deering. Minutes of the March 24, 2004 Meeting & Sitewalk at the Deering Airport, -CASE # 04-01 ( James T. Rymes )
( See copies of Newspaper articles relative to this sitewalk - Copies placed in Rymes File ) . The Town Lawyer will review the case .

4. The Sect. will notify the NH Conservation Commission of the vote at Town Meeting 2004 - Article 20 , whereby the Town voted to deposit 100% of the revenues collected pursuant to RSA 79-A, the Land Use Change Tax, in the Conservation Fund in accordance with RSA 36-A:5 III as authorized by RSA 79-A: 25 II.
An update of the Conservation Commission membership will also be sent to the NHCC at this time.

Old Business:
1. Carroll Greene - Junkyard Site Walk and PH . See Copies of Newspaper articles re this case and minutes of the ZbA, Pl.Bd., Selectmen.. Essentially it was found by the Court that Mr. Greene does not have a right to a grandfathered license for a junkyard. To be continued ----
There will be further testing for MBTE in the soil around the Junkyard
in April.

2. On-Going Conservation Easements --- Several conservation easements are in the discussion stage .

3. PWA Mapping proposal . Henniker does not want to particapate so the proposal is in a waiting stage.

4. Campers- 4H . Three young people have been chosen . Members voted unanimously to include a fourth youth in this years program. GB/BY

5. Duck boxes - 10 New boxes will be built by Gary Bono.

6. April 17, 2004 - CLEAN- UP DAY - THIS Saturday ! Keith volunteerd to write the letter and to print it up. Bev will finish the mailing etc. ( Done - to the P.O. -> on 4-12-04 )
Chm. Cobbett will contact P.Beard for a Highway truck to be placed in the
parking area for the deposit of junk and refuse collection. Bev will buy the
drinks and muffins and large plastic bags . LeeSteffy will be at the Town Hall during the event . Maps will be made available to any who need them. Ed will enter ads in local papers . This activity constitutes Community service - for young people , should they care to participate .

7. Report on Town Meeting Display - Gary Bono responded to the requests for information .

8. LeeSteffy reported that Larry has received the application for the MilFoil Protection program. WIP.
9. The Cleanup and placement of picnic tables - Deering Lake Recreation area will be done prior to the Memorial Day Holiday.
New Business:
Planning Board Chairman gave a review of the Public Hearing on the Earnshaw SubDivision - formerly Marotta land - at the northern end of Deering Lake.

There being no further discussion- the meeting was adjourned at 10 PM
