Minutes of December 10th, 2007 Meeting

Call to Order:
Chairman Ed Cobbett called the meeting to order at 7:25 p.m.
Attendance:
Chairman Ed Cobbett, Betsey McNaughten, Gary Bono, J.P. Marzullo, Donna Marzullo,
Keith Johnson, Bev Yeaple, and Bob Garland.
Treasurer’s Report:
No official report from the Town of Deering was received by the DCC. However, the
Chairman presented an estimate of expenditures from January 1st, 2007 to the meeting
date.
Correspondences:
The communications were reviewed by the members of the Commission and the following actions were taken;
1. Request for donation from National Parks Conservation Association – no action.
2. NHDES Wetlands and Non-Site Specific Wetlands Permit for PSNH Tax Map Lot 208/Row – to file.
3. NHDES Administrative Order WD07-027 Violations Tax Map 227 Lot 38 – to file.
4. NHDES Letter in regards to Tax Map 231 Lot 10 – to file.
5. NHDES Notice of Administrative Completeness for Minimum Impact Expedited Application for PSNH Tax Maps 208, 209, 217, 218, 222, 223, 227, 228, 236, 238, 239, 248/ROW – to file.
6. NHDES Letter of Deficiency to PSNH in regards to Bartlett Hill Road – to file.
Correspondences:
7. Minutes of Piscataquog River Local Advisory Committee – reviewed by Chairman.
8. NHDES Letter of Compliance for Letter of Deficiency Tax Map 228 Lot 48-3 – to file.
9. NHDES Complete Forestry Notification Tax Map 26 Lots 12 and 15.
10. Deering ZBA meeting cancellation for 11/26/07 meeting – noted.
11. Letter from Student Conservation Association in regards to donation – tabled until after Town Meeting.
12. Email from Deering ZBA in regards to attendance at their meeting on 12/19/07 to discuss variances.
13. Check from Deering Lake Improvement Association for 2006 Lake Testing – mailed to clerk for deposit.
Old Business:
1. There was a discussion relative to lack of minutes for Novembers meeting. Chairman will contact the former secretary to see what happened relative to the minutes.
2. Discussion relative to attendance at the December ZBA meeting relative to variances and buffers.
3. Conservation Easements
A. The Blythe Easement to the SPNHF is completed and the Howland purchase is completed.
B. The Easement at the Homestead is underway and the SPNHF will hold the Easement.
C. The SPNHF has presented Easement information to Mr. Bearor relative to a possible Easement on his land.
D. Gary attended the dedication of Arthur Wamsley’s Conservation Easement to the PWA. Gary handed out maps of conserved lands in the Town to those present at the dedication.
Old Business:
4. There was discussion relative to the Swearer Lot on Deering Lake. The PWA had indicated it was interested in placing a Conservation Easement on this property. However, upon review they have had second thoughts about it. This may come back to the DCC to take some type of action to preserve the land in its undeveloped state. There was discussion relative to the various vehicles available to achieve this protection. The Chairman will review the options available and will present them at our next meeting.
5. Picnic tables have been picked up by Gary and Ed and placed in Bev’s barn for the winter.
New Business:
1. Gary monitored all of his Easements. Ed monitored Fish & Game and McAlister Easements. Bob Garland will do his monitoring on the week of December 17th, 2007.
2. There was a general discussion relative to the preparation of maps and other documents for our annual Election Day Presentation. Keith and Gary will work on the maps.
3. As soon as the ice is safe, Bob and Ed will check the duck boxes. Betsey indicated that Harry Garabedian might be interested in helping out with this project.

There being no further business, the meeting was adjourned at 8:47 pm.
