Minutes of March 1st, 2010 Meeting

Call to Order:
Chairman Ed Cobbett called the meeting to order at 7:30 p.m.
Attendance:
Chairman Ed Cobbett, Bob Garland, Gary Bono, and Keith Johnson.
Guests:
Lee LaJoy, Kevin Beamis, and Craig Ohlsen
Treasurer’s Report:
No official report from the Town of Deering was received by the DCC.
Correspondence:
The communications were reviewed by the members of the Commission. No actions were taken.
Old Business:
01. A motion was made by Gary Bono and seconded by Keith Johnson to accept the February meeting minutes as printed. All were in favor.
02. Alternative Conservation Camp – No information has been forwarded as of this meeting. Ed Cobbett will contact 4H at the UNH Cooperative Extension if nothing is received by Wednesday of this week.
03. Bookshelf for Downstairs Storage Room – Keys have been located. Ed Cobbett will try and get the bookshelf by the end of this week.
04. Tax Lot Lands – Ed Cobbett will ask Beth Rouse to get the two deeds for both the roadway parcel (222/4) and land locked land (212/14) to give to Bob McWalters.
05. ByLaws – Still in process.
06. Biosolids – Ed Cobbett asked board members their perspective of the public informational meeting that was held on this issue. Most responded back that it was very emotional and not sure of the outcome. Ed Cobbett and Gary Bono will speak on this issue and Town Meeting.
07. Lake Recreational Area – No information has been sent out as of this date to the State of New Hampshire in regards to the proposed use fee.
08. Camp Tuckernuck – Ed Cobbett contacted Brian Hotz at SPNHF to see if a letter of interest from the Selectmen to the SPNHF would be acceptable relative to leasing the land. Brian Hotz stated that it was fine. Ed Cobbett contacted Craig Ohlsen about this issue and he brought it to the Selectmen’s attention.
09. Town Voting Display – Ed Cobbett wrote the Protected Lands Report and presented to the members for review. Ed Cobbett went to NHDES and picked up some new handouts. Maps are all prepared. Ed Cobbett contacted John Lassey about permission to setup. Gary Bono, Bob Garland, and Ed Cobbett will arrive at 9:00 a.m. to copy and collate handouts for Election Day. Bob Garland will post three signs, Ed Cobbett will post three signs, and Gary Bono will post remaining signs for Election Day.
10. Reduction of Land Use Change Tax to Conservation Fund – Ed Cobbett will speak on this issue at Town Meeting
New Business:
01. Lee LaJoy and Kevin Beamis from PSNH were present to speak on behalf of replacing the cable from Zoski Road to Driftwood Isle. They have been maintaining this cable since 1972 with many repairs. It can no longer be repaired and needs replacement. They would like to replace this cable while the lake is in draw down and frozen. They propose to bury the conduit as soon as possible by digging a trench into the drawn down portion of the lakebed and through a small section of ice. The conduit excavation would involve 150 feet of total impact composed of 60 feet on the mainland near Zoski Road and 90 feet on Driftwood Island. Then in April or May, they would pull the cable through the conduit. A motion was made by Gary
Bono and seconded by Keith Johnson to sign the proposed Wetland Application.
02. Cleanup Day – Papers have been signed by the Selectmen to receive the trash bags and lilac bushes. Ed Cobbett will pick up the trash bags.
03. Cleanup of Deering Lake Recreation Area – This needs to be scheduled next month.

There being no further business, a motion was made by Gary Bono and seconded by Keith Johnson to adjourn the meeting at 8:40 p.m. All were in favor.
